Anne Hoyer

Administrator of Policy and Special Projects for the
Maryland Secretary of State’s Office

Anne Hoyer has been an advocate on behalf of families experiencing sexual and domestic abuse trauma since 2006 following her case. She connected with multiple organizations to help bolster awareness of these issues, complexities and their effects on families. In doing so, she has been a speaker at various venues and participated in interviews.


Hired by the Maryland Secretary of State, in March 2014 as the coordinator for the Safe at Home/Address Confidentiality Program (ACP), Ms. Hoyer gave 8 years of focused dedication and commitment to developing the program. During this time, Ms. Hoyer was an advisor to the Human Trafficking Task Force and was an appointed member by the Governor, to sit on the Deed Shielding Task Force and the Workgroup to Address Allegations of Child Abuse and Domestic Violence in Family Court Proceedings. She spearheaded legislative efforts as a result of her participation and testified for reform. These include SB578 and SB17, both of which were successfully passed through the Maryland Legislature.


Under her leadership as the Director of the ACP, two MOUs with the Mexican

Embassy and the El Salvadorian Embassy were signed. She has received two Governor Citations, leadership, and unsung heroine awards from Child Justice, which she has been a board member of since January 2014. A National Association of Secretaries of State was also given to her in recognition of her outstanding service to Maryland in the protection of domestic violence and Human Trafficking victims.


Ms. Hoyer is currently the Administrator of Policy and Special Projects for the Maryland Secretary of State’s Office, a Board member of the Child Justice Act Committee, and Board Vice Chair for Child Justice, Inc.
